The EUID (European Unique Identifier) is the code business registers across the European Union use to identify a company when they exchange information. In Romania you do not apply or pay for it: every business registered with the trade register has an EUID by law. Below you can see what it looks like, where to find it and when you will be asked for it.

What the EUID is

Under art. 10 of Law no. 265/2022 on the trade register, businesses registered with the Romanian trade register also have a European unique identifier, the EUID. It is used for identification, including in communication between the business registers of the Member States through the business registers interconnection system (BRIS).

Through this system, the Romanian trade register makes documents and information on registered businesses available to the public and exchanges information free of charge with the registers of the other Member States in cross-border conversions, mergers and divisions and for branches (art. 9(3) and (4) of Law no. 265/2022). Law no. 265/2022 transposes Directive (EU) 2019/1151 amending Directive (EU) 2017/1132 (art. 142).

Who has an EUID

All businesses registered with the trade register (art. 4(1) and art. 10 of Law no. 265/2022):

  • companies (SRL, SA and the other legal forms), cooperatives and economic interest groupings;
  • authorised natural persons (PFA), sole proprietorships (II) and family businesses (IF);
  • their branches and the branches of foreign companies registered in Romania.

What the EUID looks like

The structure is set by art. 6 of Order no. 5307/C/2022 of the Minister of Justice:

Part Value in Romania Example
Country code RO RO
Register identifier ONRC ONRC
Separator . .
Trade register number the number allocated by the ONRC IT system on registration J40/1234/2015
Full EUID ROONRC.J40/1234/2015

The EUID therefore repeats the trade register number, preceded by “ROONRC.”. It does not replace the tax identification code (CUI) or the trade register number. For recently registered companies, the trade register number no longer contains slashes (ROONRC.J2026…), but the EUID is formed in the same way.

Where to find it

  • On the registration certificate. The certificate issued on registration shows the trade register number, the tax identification code and the EUID (art. 110(1) of Law no. 265/2022).
  • For older companies. Certificates issued before 7 July 2017 do not show the EUID, but the company has one: add “ROONRC.” in front of the trade register number. A new certificate is issued free of charge, for example, after the business activities are updated to CAEN Rev. 3 (art. 3(1) of Order no. 2938/C/2024 of the Minister of Justice).
  • In trade register information issued by the trade register office on request, for a fee (art. 11(1) of Law no. 265/2022).

When you need it

  • In the articles of association, when a shareholder is a legal entity: its identification data include the EUID, under the applicable national law (art. 81(b) of Company Law no. 31/1990).
  • With partners, banks or authorities in other EU countries, which identify the company through the interconnected registers.
  • The EUID is not required on invoices and other business documents. Art. 74(1) of Law no. 31/1990 requires the name, legal form, registered office, trade register number and tax identification code.
